Important Tips From HQS
(Housing Quality Standards Inspections)
➢All utilities must be on at the time of inspection.
➢The unit must be vacant and ready for immediate occupancy (unless the participant/applicant already occupies the unit).
➢Rent must not exceed market rents for comparable units within the same property.
➢If the participant moves into the unit or takes possession before a passed inspection and prior to the execution of the Housing Assistance Payment (HAP) they will be responsible for all rental payments.
➢If any information is not filled out on the RFTA or any required information if applicable is not provided with the RFTA the RFTA process will be delayed which means the inspection is delayed!
➢PHA strongly encourages owners and managers to inspect their own units and make repairs prior to any inspections.
LIVING ROOM
➢ All walls need to be clean or newly painted
➢ All carpet and flooring needs to be clean and sanitary
➢ Living Room must have permanent light fixtures and two (2) plugs
KITCHEN
➢ Must have working refrigerator with good door gasket that keeps food from spoiling and keeps temperature above 32F but generally below 40F
➢ Stove must be in good working condition. All burners and oven must work
BATHROOM
➢ Must have properly working toilet
➢ Room should be in a sanitary condition
➢ Working light fixture with protective globes - all must have protective globes
BEDROOMS
➢ Must have artificial illumination or one plug switch and two working plugs
➢ Window must be free of signs of severe deterioration or missing/broken panes
➢ In rooms used for sleeping, if the windows were designed to open, at least one window must open and not blocked
EXTERIOR DOORS
➢ Roof needs to be in good condition with no leaks
➢ Exterior doors must have weather stripping
➢ Sidewalks and patios must be in good condition and avoid trip hazards
